(c) It would be necessary to meet Mr. Sandys and discuss the procedure with him: (d) It might be advisable to offer to appoint a senior and experienced intelligence officer to be attached to the staff of Mr. Sandys, to assist him in connexion with the Committee referred to at (b) above: (e) All intelligence reports which go to Mr. Sandys also go to one or more of the Service Ministries or M.E.W. THE SUB-COMMITTEE:- (i) Invited the Chairman to arrange a meeting between them and Mr. Sandys, to discuss the questions raised above: (ii) Agreed that their representatives on the Colonel Post Committee should be specially selected officers of some seniority. 3. TREATMENT OF J.I.S. / J.P. BRIEFS. THE SUB-COMMITTEE had before them a Minute by the Secretary (JIC/1624/43 dated 15th October, 1943) covering a Minute by the Director of Military Intelligence, M/112/43 dated 15th October, 1943. on the question of what papers should be signed by the Directors. He thought that briefs from the Joint Intelligence Staff to the Joint Planning Staff often did not require the signature of the Directors. It was important not to burden the Directors unnecessarily. 'X' THE CHAIRMAN reminded the Sub-Committee that briefs or papers produced by the Joint Intelligence Staff were in many cases incorporated in or attached to papers produced by the Joint Planning Staff. These papers of the Joint Planning Staff were submitted to the Chiefs of Staff Committee and therefore should bear the signatures of the Directors of Intelligence. THE DIRECTOR OF MILITARY INTELLIGENCE agreed but asked that the situation should be watched. THE SUB-COMMITTEE:- Agreed with the Chairman's statement and with the Director of Military Intelligence's request as at 'X' above. -2-
