Most Secret It was further pointed out that all the recipients of J.I.C. papers in C.O.S.S.A.C. should be informed of the importance of not compromising Most Secret sources. THE SUB-COMMITTEE:- (i) Agreed with General Morgan's principle that there must be complete integration and no differentiation at his headquarters: (ii) Agreed that Most Secret J.I.C. papers should be restricted to the following as a maximum (except as at X above) Supreme Allied Commander. Chief of Staff, his U.S. Deputy U.S. and British Heads of Army Operations. Major-General Intelligence and his U.S. Deputy. Air Commander-in-Chief, Expeditionary Air Force and his U.S. Deputy. Head of Naval Branch and his U.S. Deputy. 3. C.S.D.I.C. IN THE MEDITERRANEAN THE SUB-COMMITTEE had before them a Minute by the Secretary (JIC/1587/43 dated 9th October, 1943) covering a Note and draft telegram from War Office to A.F.H.Q. and Commander-in-Chief, Middle East, by the Director of Military Intelligence, on the organisation of C.S.D.I.C. in the Mediterranean. THE CHAIRMAN pointed out that changes in the system of command in the Mediterranean were likely to take place in the near future which would affect the proposals now under consideration. COLONEL VICKERS asked who would be responsible for the Allied interrogation centres as these were most important from the point of view of the Ministry of Economic Warfare. He was anxious that there should be no delay in connection with these; even if they were not properly a question for C.S.D.I.C. he hoped that it would continue to be responsible until other arrangements could be made. THE SUB-COMMITTEE:- (i) Agreed in principle to the Note by the Director of Military Intelligence and to the proposed visit to the Mediterranean of Brigadier Crockatt: (ii) Agreed that no further action should be taken for the present, pending the reorganisation of Command 'X' in the Mediterranean. -2-
