He suggested that 'Q' Movements, War Office, should send an agreed cable to Washington in order to establish procedure. If this suggestion were adopted, he would make the necessary arrangements. He also felt that it should be suggested that German prisoners of war should not, in the first place, be sent to the United States in "monsters". THE DIRECTOR OF NAVAL INTELLIGENCE said that it was preferable for such prisoners of war to be transported in either - (a) hospital ships; (b) unescorted ships other than "monster" liners; (c) ships in convoy. In discussion, it appeared that there was a difference of opinion as to whether in fact information of importance would have been given away through prisoners of war having been transported in a "monster" liner. It was pointed out, however, that whether it had been or not, the British must be to a certain extent responsible when American troops were carried in British ships. If anything were to happen later to the "monster" liner in which these German prisoners of war had been carried, there was little doubt but that the American press would seize on this fact and blame us accordingly. THE SUB-COMMITTEE:- (i) Decided to follow the suggestion at 'X' above: (ii) Instructed the Secretary to circulate a draft telegram for their approval, in the sense of the discussion. 4. GERMAN LONG RANGE ROCKETS. COLONEL VICKERS referred to the Ad Hoc Committee of representatives of the various Intelligence Departments which had been set up to meet weekly under the chairmanship of Lieut.-Colonel Post on the staff of Mr. Duncan Sandys to evaluate and co-ordinate intelligence concerning the long range rocket. He said that it appeared that no Minutes were to be kept of their meetings. He considered that Minutes should be kept; but suggested that members of the Sub-Committee should obtain the opinion of their representatives after the next meeting of the Ad Hoc Committee. THE SUB-COMMITTEE:- Agreed to Colonel Vickers' proposal at 'X' and decided to reconsider the question at their next meeting. 'X' 'X' -2-
