(g) Mr. Edwards, the Gibraltar manager of the Company, was on a visit to this country and Captain Lehman would be able to discuss with him the measures that could be taken to arrange matters so that the American inspectors should see as little as possible of the work of the station: (h) In any event, it would be necessary on security grounds to arrange for precautions to be taken to ensure so far as possible that the American inspectors did not interest themselves in matters in the cable station that did not concern them. THE SUB-COMMITTEE:- (i) Recorded their opinion that it was of the highest importance on security grounds that all possible steps should be taken to ensure that American personnel should not have access to parts of the Cable Station at Gibraltar where they would be in a position to learn details of the non-Anerican traffic passing through and the measures taken to deal with it: (ii) Invited Captain Lehman, in consultation with the Cable Company, to submit proposals for ensuring that the American inspectors should not be in a position to learn details of non- American traffic passing through Gibraltar. If possible, the American equipment should be segregated from the rest of the station: (iii) Invited Brigadier Allen to arrange for the necessary instructions to be given for a watch to be kept on the activities of the American officers in the station. 2. ORGANISATION OF NON-OPERATIONAL INTELLIGENCE IN THE MIDDLE EAST AND P.A.I. FORCE. THE SUB-COMMITTEE had before them Minute JIC/1334/43 dated 6th September, 1943, covering telegram from the Middle East Defence Committee to the Chiefs of Staff, CC/290 dated 4th September, 1943. BRIGADIER SIR STEWART MENZIES said that he considered an investigation of the nature outlined in the telegram from the Middle East would be very valuable. He considered it was most important to find the right man to carry out the investigation. -2-
