6. INTELLIGENCE SUMMARIES. THE CHAIRMAN asked what was the situation about the issue of political information, provided by the Foreign Office, in the Service Intelligence Summaries. In discussion it was made clear that this political information was regarded as a particularly valuable part of the Intelligence Summaries. There was a difficulty, however, in that the War Office and Air Ministry Summaries were passed to our Allies, and orders had just been given that the Air Ministry Summary should also be sent to the Russians. The possibility of deleting or omitting the political portion of the Summaries from the copies issued to our Allies was considered, but this was thought not to be a satisfactory solution in view of the likelihood of this omission being noted and causing difficulties. It was suggested that a solution would be to find a suitable caption to the political portion, for example, to the effect that the Department issuing the Summary did not accept responsibility for the views expressed. COLONEL LAMPLOUGH said that the Naval "Weekly Intelligence Report" was not issued to our Allies. It was very important that when extracts from it appeared in the Intelligence Summaries of the War Office and Air Ministry, which were so issued, no reference should be made to their origin. THE SUB-COMMITTEE:- (i) Took note that the Foreign Office would give further consideration to this matter and that the Chairman would raise it again at a later meeting: (ii) Agreed that there should be no mention of the "Weekly Intelligence Report" in Intelligence Summaries issued by the War Office and Air Ministry, which were to be issued to our Allies.
