3. INTER-SERVICES W/T SECURITY COMMITTEE - CHANGE OF SECRETARY. THE SUB-COMMITTEE had before them a Minute by Colonel Capel-Dunn (JIC/1180/43 dated 7th August, 1943) covering a letter from the Chairman of the Inter-Services W/T Security Committee. PAY. CAPTAIN WILSON said that the work of the Inter-Services W/T Security Committee had increased considerably in order to meet operational requirements and the Chairman, who is at the Admiralty, considered that it was necessary for the Secretary of the Committee to be at the Admiralty also and not, as at present, at the Offices of the War Cabinet. This arrangement would ensure that the work was carried out efficiently and without delay. It was also essential that the Secretary should have considerable technical knowledge. The Chairman would like to recommend, therefore, that the present Secretary should continue to be Secretary of the Inter-Services Cypher Security Committee, and that there should be a separate Secretary for the Inter-Services W/T Security Committee. After discussion, THE SUB-COMMITTEE:- Decided, in the absence of sufficient information on all the considerations involved, to postpone a decision on this matter. 4. INDUCEMENT TO SURRENDER OF JAPANESE FORCES. THE SUB-COMMITTEE had before them a Minute by the Secretary (JIC/1187/43 dated 9th August, 1943) covering a Minute by the Chairman enclosing a Memorandum on the above subject which, it was proposed, should be submitted to the Chiefs' of Staff with the recommendation that, if approved by them, it should be put before the Combined Chiefs of Staff. THE SUB-COMMITTEE:- Agreed to this proposal and instructed the Secretary to take the necessary action. 5. FUTURE INTELLIGENCE NEEDS SUB-COMMITTEE. THE SUB-COMMITTEE AGREED:- (i) That the Chairman of the Joint Intelligence Sub-Committee should act as Chairman of the Future Intelligence Needs Sub-Committee: (ii) That the members of the Future Intelligence Needs Sub- Committee should include a representative of S.O.E. _2_
