THE CHAIRMAN pointed out that this new commitment might necessitate the expansion of I.S.(0) and that this must be faced. A number of American Officers might have to be appointed to the Staff of I.S.(0). It was better to start with the correct procedure, namely using I.S.(0) from the beginning, otherwise the Americans might attempt to set up some other organisation. THE SUB-COMMITTEE:- (iii) Decided that information regarding Norway and Spain should be provided by I.S.(0); but that if excessive demands were made, C.O.S.S.A.C. should act as intermediary: (iv) Invited General Whitefoord to inform the Americans that full information about these countries is being accumulated: (4) Avoiding duplication of information. GENERAL WHITEFOORD pointed out that S.I.S. reports given to O.S.S. were quite likely never to reach G.2 here or in the United States in their original form and that there was danger of duplication. SIR STEWART MENZIES stated that a further cause of confusion was that some of our Allies sent their S.I.S. reports to Washington and that the information contained in them was issued without any indication as to their origin. He considered that a conference with the Americans should be called to settle the matter. THE SUB-COMMITTEE:- (v) Invited the Director of Military Intelligence and 'C' to hold a preliminary discussion with Generals Peabody and Crockett and Colonel Clements, at which the suggestion should be put forward that two copies of S.I.S. reports should be given to O.S.S. on the understanding that one of these was to be handed over as it stood to ETOUSA for transmission to M.I.S. and O.N.I. If this proposal were agreed by the American Service representatives it could then be suggested to them that they should call a meeting with representatives of O.S.S. and seek agreement with them on the proposal. -2-
