COLONEL LAMPLOUGH stated that while there was probably no objection to the Sub-Committee undertaking this particular task, there was some danger lest too much of the time of the Sub-Committee and its subordinate organisations, and of the Sections in the Ministries, should be occupied in work not relating to military operations. He mentioned that the Inter- Services Topographical Department had received a formidable Questionnaire relating to waterworks and drainage in occupied territories from the same Committee. It would be quite impossible for this kind of work to be undertaken without interrupting the urgent operational work unless substantial increases of staff and enlargement of organisation took place. THE SUB-COMMITTEE:- (i) Instructed the Joint Intelligence Staff to draft a report as suggested by Colonel Vickers in his Memorandum: (ii) Invited the Chairman to draw the attention of Sir Orme Sargent to the difficulty the Sub- Committee saw in complying with some of the requests of the Allied Post-War Requirements Committee. 3. C.O.S.S.A.C. COLONEL LAMPLOUGH drew attention to some of the problems that would arise when a United States Army Group was established under C.O.S.S.A.C. which would take over responsibility for part of the area in North-Western Europe now the responsibility of GHQ, Home Forces. It was desirable that this matter should be discussed at an early meeting of the Sub-Committee at which 'C' and General Whitefoord were present. THE SUB-COMMITTEE:- (i) Invited the Director of Military Intelligence to circulate a Note setting out the matters that required decision, and (ii) Agreed to discuss this matter again at their meeting in one week's time, to which General Whitefoord should be invited to attend. 4. POLITICAL WARFARE DIRECTIVES FOR JAPAN. THE SUB-COMMITTEE agreed to invite the Foreign Office, the three Service Departments and the Ministry of Economic Warfare to nominate representatives to meet a representative of the Political Warfare Executive once a week to examine the Political Warfare Weekly Directive for Japan and to ensure that it was based upon a correct Intelligence background and was not open to objection on security grounds. The Chairman undertook to make the necessary arrangements. -2-
