THE SUB-COMMITTEE:- (i) Expressed their thanks to Brigadier Hume for his remarks: (ii) Invited Brigadier Hume to act as suggested at 'X' above: (iii) Recorded their agreement with 'Y' above. 2. CENSORSHIP. (Previous Reference: J.I.C. (43)25th Meeting (0). Item 10). THE SUB-COMMITTEE had before them a Minute by the Secretary (JIC/678/43 dated 16th May, 1943) covering a Memorandum by the Director of Military Intelligence regarding decisions taken by the Home Secretary's Committee on the Reduction of National Government Staffs on the recommendations put forward by the Director of Postal and Telegraph Censorship regarding the staffs of the Censorship organisation. THE CHAIRMAN indicated that in view of the arguments adduced in the Memorandum by the Director of Military Intelligence, it would be unwise for the Sub-Committee to attempt to persuade the Chiefs of Staff to appeal to the War Cabinet against the decision of Mr. Morrison's Committee. In his opinion, the decision of the Morrison Committee as regards "Stage A" was innocuous. If and when "Stage B" was reached, it would be open to the Sub-Committee to make representations. COLONEL LAMPLOUGH indicated that while the Naval Intelligence Division were not satisfied with the decision that had been reached, they did not feel that it would be right for them to act alone in this matter in the face of a contrary opinion of the other members of the Sub- Committee. THE SUB-COMMITTEE:- Agreed to take no further action in this matter but to reconsider it when "Stage B" was reached. 3. SPHERE OF RESPONSIBILITY AND FUNCTION OF THE INTELLIGENCE BRANCH OF THE CHIEF OF STAFF TO THE SUPREME ALLIED COMMANDER. (Previous Reference: J.I.C.(43) 25th Meeting (0). Item 2). THE SUB-COMMITTEE had before them - (a) a Note by the Secretary (J.I.C.(43)212(0) dated 13th May, 1943) covering a revised Memorandum on the above subject; (b) a Minute by the Secretary (JIC/664/43 dated 15th May, 1943) covering comments by the Assistant Chief of the Air Staff (Intelligence) on (a) above; -2-
