Intelligence was acting beyond the authority which had been given to him in Washington. THE SUB-COMMITTEE:- Instructed the Secretary to telegraph to the Commander-in-Chief in India, informing him that according to our information the Board of Economic Warfare had no intention of setting up a permanent Intelligence organisation in India and that it appeared that Mr.Bowles was not authorised to make the proposals which he had made. The Commander-in-Chief should also be informed that even were Mr. Bowles so authorised, the objections on security grounds to such a joint Field Office as had been suggested were overriding. 3. AIR SERVICE TO RUSSIA - BAN ON PHOTOGRAPHY. THE SUB-COMMITTEE had before them a Minute by the Secretary (JIC/517/43 dated 26th April, 1943) covering a letter addressed to the Director of Military Intelligence by the Foreign Office, recommending that there should be an absolute ban on the taking of photographs on the proposed air service from the United Kingdom to the Soviet Union by the Southern route. THE ASSISTANT CHIEF OF THE AIR STAFF (INTELLIGENCE) informed the Sub-Committee that instructions had been given in accordance with the wishes of the Foreign Office.
