2. RUSSIAN ENQUIRY ABOUT AMERICAN NAVAL CONSTRUCTION PROGRAMME. THE SUB-COMMITTEE had before them a Minute by the Secretary (JIC/343/43 dated 15th March, 1943) covering a Memorandum by the Director of Naval Intelligence, suggesting that a telegram should be despatched to His Majesty's Ambassador in Russia commenting upon Moscow Telegram No. 137 of the 7th March, 1943, in which it was reported that a request had been received from the Russian Ministry of Foreign Affairs by the United States Ambassador in Moscow for detailed information about building of warships of all kinds. After discussion, THE SUB-COMMITTEE:- Invited the Chairman to arrange, after discussion with the Director of Naval Intelligence, for the despatch of a telegram to Moscow accordingly. 3. POLICY REGARDING "SIBS". THE SUB-COMMITTEE had before them a Minute by the Secretary (JIC/331/43 dated 13th March, 1943) covering a Memorandum by Major-General Brooks proposing certain modifications in the machinery for the distribution of "SIBS". After discussion, THE SUB-COMMITTEE:- Approved the proposals as set out in the above Memorandum. 4. RE-EXAMINATION OF 1943 STRATEGY AGAINST GERMANY. THE DIRECTOR OF MILITARY INTELLIGENCE called attention to the fact that the Sub-Committee's Report under the above title (J.I.C.(43) 100(0)) had not been submitted to the Chiefs of Staff Committee. He considered this an important document containing facts and opinions which should be brought to the attention of the Chiefs of Staff. In discussion, it was pointed out that this document had been prepared in response to a request from the Joint Planning Staff and was based on a series of assumptions which should be borne in mind if the Paper were not to be misleading. THE SUB-COMMITTEE:- Agreed that it was unnecessary to submit this Paper formally to the Chiefs of Staff, but invited the Service Directors of Intelligence to draw the attention of their respective Chiefs of Staff to it.
