(ii) Invited Brigadier Firebrace, Colonel Exham and Commander Clanchy to prepare for the consideration of the Sub- Committee at their next meeting, a revised draft Charter for the Military Missionnin Moscow, to provide the basis for discussion at a higher level. 3. THE EMPLOYMENT OF ALIENS IN THE COMBINED SERVICES DETAILED INTERROGATION CENTRE (U.K.) THE SUB-COMMITTEE had before them a Memorandum by the Director of Military Intelligence (J.I.C.(43)39(O)), putting forward certain proposals for the employment of reliable aliens in the C.S.D.I.C. in this country. THE SUB-COMMITTEE were informed that the authorities responsible for the C.S.D.I.C. had originally been strongly opposed to the suggestion that any non-British personnel should be employed in the Centre. The shortage of suitable personnel had, however, led them to reconsider the matter and to interview carefully selected persons. The result of these interviews had led them to modify their previous opinion and they were now prepared to recommend that, provided the most stringent precautions were taken, a limited number of male selected aliens below the Officer category should be employed. BRIGADIER ALLEN suggested that it would be advisable, if this proposal were approved, for the Security Service to undertake a check of the individuals selected after the preliminary selection of the C.S.D.I.C. If the result of this Security check threw any doubt upon any of the individuals selected, he suggested that it would be advisable to proceed no further in the cases in question. BRIGADIER ALLEN further suggested that there would be advantage in an Officer on the Staff of the C.S.D.I.C. being made responsible for security in the Centre. He would be happy to arrange for an Officer from his organisation to visit the Centre to offer advice. THE CHAIRMAN suggested that it would be advisable for the authorities of the C.S.D.I.C. to consult with the Political Warfare Executive on this matter in appropriate cases. THE SUB-COMMITTEE: - (i) Agreed in principle to the employment of carefully selected male aliens below the Officer category on the Staff of the Combined Services Detailed Interrogation Centre: (ii) Invited the Deputy Director of Military Intelligence (P.W.) - (a) to arrange with the security Service for a check by that body of any alien personnel it was proposed to employ; -2-
