(a) that instructions should be given to the appropriate branches in the three Services that in future the I.S.S.B. are to be consulted before any action leading to a Court Martial is initiated, in cases of leakage of information where a future operation appears to be involved. (b) that when Courts Martial are eventually held and the accused is convicted of a leakage of information regarding an operation, and when danger to security no longer exists, the maximum publicity should be given to the conviction and sentence.
