2. JOINT INTELLIGENCE STAFF PROCEDURE. THE SUB-COMMITTEE were informed that some delay occurred in the production of the Sub-Committee's Papers due to the fact that Papers produced by the junior team of the Joint Intelligence Staff had to be considered by the senior team before submission to Directors. It was generally agreed that this was a matter for the senior team themselves. It was suggested that in each case the senior team should decide (a) whether to remit the matter for the junior team to work upon, and (b) if so, whether it was necessary to insist upon the finished work being submitted to the senior team before transmission to Directors.
