(iii) that these cases should be decided individually on their merits after discussion between M.I.9, the Security Service, the Department concerned and (in certain cases) the Inter-Services Research Bureau. (iv) that the Directorate of Prisoners of War should act in these cases, outwardly in the same manner as they would act in the normal way when prisoners of war made their escape.
