THE CHAIRMAN gave an account of the history of this matter and the reasons which had guided the Sub-Committee. in devising the existing machinery. He pointed out that the Political Warfare Executive as well as the authorities represented on the Sub-Committee, had an interest in the matter. Moreover, the Secretary of State for Foreign Affairs was responsible for informing the Cabinet of the state of morale in foreign countries. The defect which had been disclosed in the existing arrangements lay in the fact that the Service Departments were brought into consultation at too late a stage.
