4. THE AXIS OIL POSITION IN EUROPE NOVEMBER 1942. THE SUB-COMMITTEE had before them a Report by the Technical Sub-Committee on Axis Oil (J.I.C.(42) 487). SIR HAROLD HARTLEY explained that the Technical Sub-Committee on Axis Oil were engaged in the preparation of their Report on the Axis oil position for the six months ending 31st October, 1942. The Report now before the SubCommittee contained certain conclusions that had already emerged. These conclusions were of sufficient importance to bring to the attention of the Joint Intelligence Sub-Committee without awaiting the publication of the main report.
