1. MEETING WITH HIS MAJESTY'S AMBASSADOR TO MADRID. THE CHAIRMAN welcomed Sir Samuel Hoare on behalf of the Joint Intelligence Sub-Committee and the Joint Planning Staff and invited him to give the Meeting the benefit of his views on the probable reactions in the Peninsula to Operation "TORCH". SIR SAMUEL HOARE said that in considering this matter the background in Spain and Portugal must be borne in mind. There was an unpalatable fact that it was essential to remember. scarcely anybody in Spain or Portugal today believed that we could achieve decisive victory.
