It was suggested that an important question of policy was involved and that whatever decision the Sub-Committee reached, it would be desirable to inform the Chiefs of Staff of what was happening. If it were decided that important secret information should be passed to the Chinese Government, it was generally agreed that information of this nature should be conveyed at Chungking and not through Chinese representatives in this country. Messages could be sent to our Military Attache at Chungking, to be communicated personally by him to the Generalissimo.
