It would be necessary, however, for other officers to be appointed to accompany each force which was to move inland, and it was considered that these officers could only be found from the staffs of the Legations at Oslo and Stockholm. It would be necessary, in each case, for the appointments to be arranged through the Foreign Office and for full information to be included in the instructions given to the Commander of each force. It was agreed:(d) that, except at Bergen, it would be necessary for the duty of political officer with each force to be undertaken initially by the Naval Control Officer at the port of disembarkation, but that it would subsequently be necessary for officers from the staffs of the Legations at Oslo and Stockholm to act as political officers to the forces advancing from Trondhjem and Narvik; (e) to request the Foreign Office to make the necessary arrangements to ensure that the officers concerned would be available to undertake the duties of political officers in accordance with conclusion (d) above; (f) to request the War Office to arrange that full information on this subject should be included in the instructions to the Commander of each force, and that each Commander should be furnished with the necessary authority to make the actual appointments on arrival at the port of disembarkation.
