difficult to forecast the exact situation which would obtain at this stage, but the Security Board had been impressed by the necessity for making such preparations as were possible for propaganda and other measures necessary to enlist the co-operation of the local inhabitants. They felt that it was necessary to have prepared in advance, posters and leaflets in Norwegian and it would be essential that the expedition should be well supplied with local currency, and that every possible measure should be taken to allay any resentment caused by the landing of British troops.
