(l) to recommend that preparations for the reception of transports carrying re-inforcements, should be made in the Middle East, and to request the Admiralty, in conjunction with the Ministry of Shipping, to prepare detailed proposals, including estimates of cost, for these preparations, and to take up the matter with the Treasury, with a view to obtaining the necessary financial authority; (m) to authorise the Security Board to arrange, through the Combined Signal Board, for an increase of wireless traffic between the Middle East and the United Kingdom, as proposed in paragraph 36 of their Report.
