(c) It was suggested that the appointment of Security Officer in each Department should be a whole-time appointemnt and should be held by an officer of sufficient seniority to make his authority felt. (d) In view of the importance of security in Government Departments and of the wide scope of the work entailed it was for consideration whether each Department should not organise a small Security Section working under the Security Officer. This had been found necessary in the three Service Departments.
