Mr. Herbert described what had already been done to show our methods to selected American officers and officials, and he mentioned certain directions in which the British censorship authorities had been able to be of assistance to the United States authorities. Mr. Herbert informed the Sub-Committee of the satisfactory position as regards the routeing of U.S. mails to enemy countries and to Russia and Japan. After further discussion, THE SUB-COMMITTEE agreed:1. To invite the Foreign Office to prepare a draft telegram to His Majesty's Ambassador in Washington, stressing the importance of this matter and of making the United States Government alive to the urgent need of checking the disclosure of information to our enemies to our disadvantage; and 2.
