2. PROCEDURE IN RELATION TO APPLICATIONS FOR NAVICERTS. THE SUB-COMMITTEE had under reference a note by the Secretary covering a letter from the Ministry of Economic Warfare (J.I.C.(41) 37). MR. CAVENDISH BENTINCK stressed the need for supplying the Portuguese Government with as large a proportion as possible of their demands for military equipment and supplies. PROFESSOR HALL agreed with the necessity of treating Portugal as well as possible. The Portuguese were our Allies, but unfortunately a number of Portuguese officials were corrupt.
