2. I.S.S.B. CHARTER. THE COMMITTEE had under consideration a Memorandum by the the Inter Services Security Board (J.I.C.(40)399). COLONEL THORNTON explained that there were two main matters concerning the Charter which he desired to bring to the attention of the Committee. 1. At present the I.S.S.B. are responsible for the executive action necessary to put their security measures into operation. They had no machinery to enable them to carry out such tasks, and in practice had to invite the operational and planning staffs to take action.
