2. DAILY TELEGRAM TO SERVICE ATTACHES ABROAD. THE SUB-COMMITTEE had under consideration a Memorandum by the Director of Intelligence, Air Ministry, (J.I.C. (40) 290). There was a short discussion on this item from which the following points arose:(a) A joint telegram would result in a considerable saving in expense, and of time and labour in cyphering and decyphering. (b) Service Attaches would each have to receive a separate copy of the combined telegram. It would not be sufficient for them merely to see a copy in the Chancery.
