(a) it is essential propaganda policy should be intimately associated with the general policy of the Government for the conduct of the war; (b) it is most important that whatever organisation is responsible for disseminating propaganda should collaborate closely with the Departments responsible for the conduct of operations, namely, the Admiralty, the War Office, and the Air Ministry, and also the Foreign Office and the Ministry of Economic Warfare; (c) the Joint Intelligence Sub-Committee provides a medium which can be used to keep the Ministry of Information informed; to influence propaganda activities in accordance with the military requirements; and to bring the weapon of propaganda into line from the start with operational policy.
