THE SUB-COMMITTEE had before them a note by the Secretary, (Paper No. J.I.C.(40) 46), circulating an extract from C.O.S.(40) 107th Meeting, Minute 4, in which the Chiefs of Staff agreed to refer the report by the Joint Intelligence Sub-Committee (Paper No. C.O.S.(40) 312(J.I.C.)) back to the Sub-Committee for reconsideration. The Sub-Committee considered the detailed calculations provided by the Transportation Branch of the War Office. It was agreed:(a) To reaffirm the conclusions reached in Paper No.
