for the Security Board to keep in the closest touch with the Foreign Office in order to avoid undesirable political repercussions. It was suggested that, in order to give the enemy confidence in the channels which we might wish to use for the purpose of misleading him, it might, when circumstances were favourable, be possible occasionally to send out, through such channels, news of our real intentions provided that it was certain that such news would arrive too late to be of any value to the enemy.
