BRIGADIER VAN CUTSEM said he would like more time to study the Note, and suggested that it should be discussed in a week's time. This proposal was agreed to. THE SUB-COMMITTEE then considered how best to proceed with the investigation on which they had embarked. It was suggested that the estimate of German forces which had been prepared by the Service Departments might be placed before the Chiefs of Staff, under cover of a short Memorandum giving certain comments, including those of the Ministry of Economic Warfare, and setting out the subsequent procedure which the Sub-Committee intended to adopt.
