It was pointed out that such a privilege might be abused if it were permitted, but that protests had already been received from the Italian Government as a result of the withdrawal of the privilege. In addition, refusal to allow Italian consuls in Egypt to communicate in cypher would almost certainly result in this privilege being denied to British consuls in Italian African possessions. CONCLUSION. THE SUB-COMMITTEE agreed that in their opinion the balance of advantage would lie in allowing Italian consuls in Egypt to communicate with their Government in cypher, so long as British consuls in Libya and Italian East Africa were permitted to do likewise.
