After a further examination of the question, however, we are of the opinion that a serious objection to the issue of any of these codes for general use between local French and British Commanders is that it would have to be given a very wide distribution which might prejudice its security. This would be particularly serious since these codes are essential for naval use at sea. 4. Furthermore, the use of any bilingual code or cipher for anything but simple communications involves a serious danger of mistakes arising through errors in decoding.
