Co-Ordination of Intelligence at Malta and Gibralta. Note by the Secretary

In the case of Gibraltar and Malta the G.O.C. is also the Civil Governor, which is to some extent a simplification, and I suggest accordingly that it will be desirable for the G.O.C., in his civil capacity as Governor, to appoint a special member of his civilian staff in contact between the Intelligence Bureau and such civil officers as the Head of the Customs, the Commander of the Port and the Secretariat. If you agree with this, it is suggested that the Governors themselves should be invited to comment on this aspect of the proposal and to nominate the civil officer they consider best placed to carry out the work required.
