3. The conference was ordered in veiw of the possibility of a war with Italy, and its objects were the exchange of information with the French, co-ordination of plans, and the preparation of agreed conclusions and recommendations; and also to establish, and arrange for the continuation of, liaison both in peace and war. 4. After a preliminary meeting, at which representatives outlined their particular problems, committees were formed to consider these in detail, and their reports, after effecting the necessary co-ordination, are attached as follows:Appendix A.
