4. The Arab Conference in London has reached a deadlock and an imposed solution to the Palestine problem, although equitable in the eyes of H.M. Government, has failed to appease the Palestinian Arabs. Other Arab countries in the Middle East are restive but there are few signs of cohesive hostility to Great Britain. In the great Democratic countries, Great Britain, France and the U.S.A., opinion against the Totalitarian states has hardened and there has been a closing of the political ranks. Opinions in the British Dominions, excepting Eire, are unanimously against the Dictators.
