4. I anticipate very serious political difficulties, however, to setting up such a Bureau before the move to the Canal Zone but I do not think that we can delay so long. Nor perhaps is it desirable to risk the advertisement which the project would obtain if it were referred to the Egyptian Government or came to their ears. 5. Not only is Egypt the obvious and natural centre for this Office but the G.O.C. and the A.O.C. are the two Commanders whose responsibilities cause them to be most immediately interested in the general trend of Middle Eastern affairs.
