Probably the Air Ministry receives an equal number and the same applies in a greater or less degree to other interested Departments. (f) Alternatively, the present system leaves gaps in our Intelligence. Close liaison between the various Intelligence officers or organisations concerned depends too much upon the individual and not enough on the system, an arrangement which, with the best will in the world, can never be foolproof.
