This system depends for its success on the co-operation, rather than the coercion of the Press, and generally speaking, may be said to work satisfactorily, so far as exclusion from the press is concerned. It is a matter of grave concern to note that these "D" notices do in fact reach the hands of foreign press agents with the obvious result that matter which it is desired to exclude from press publication is directly available to foreign intelligence services. The Joint Intelligence Sub-Committee understand that this matter is under consideration by the Admiralty, War Office and Air Ministry Press Committee but it is urged that a remedy for this serious leakage of secret information should be sought at the earliest opportunity.
