436 ANNEX TO ENCLOSURE. EXTRACT FROM A REPORT BY THE CHIEFS OF STAFF SUB-COMMITTEE. INTRODUCTORY. The Joint Planning Sub-Committee have, under our instructions, prepared a comprehensive report on the manner in which our national strength could best be employed in the event of a war arising from German aggression in 1939. This Report is based on the arbitrary assumption that, in the first stage of such a war, the most probable belligerents would be France, Belgium and ourselves on the one side and Germany on the other.
