350 information of greater value to the Civil and Service Departments concerned may be obtained by a careful study of the various reports that have now been received from Spain. Moreover, it is apparent that much of the information specially acquired by one Government Department may be of interest and value to the others, and a system for correlating and pooling all the information available is, in their opinion, desirable. 5. My Lords therefore propose that an interdepartmental committee should be set up forthwith, consisting of representatives of those departments primarily interested in the subject or in receipt of information and intelligence, and suggest that it should be primarily an intelligence committee and should not be called upon to make recommendations.
