It would depend too upon the stocks of imported goods held in Italy on the outbreak of war, upon Italy's financial position when war broke out and upon the shipping available. The effect of these factors could only be assessed when the exact circumstances in which war occurred were Known. 3. For the purpose of this paper, which is to determine the policy which should govern our operations and the general character of the plans which should be prepared, we require to Know in broad terms upon what particular imports Italy would be most dependent and from what sources and by J.I.C.
