I suggest that the chief object of paper No. J.I.C.20 is to bring out and place on record such considerations as the above, and have endeavoured, therefore, to include them in the following general conclusions, now submitted to the Committee for consideration. 8. Suggested continuation of Paper No. J.I.C.20 after the present paragraph 12. 13. GENERAL CONCLUSIONS. There is no precedent available allowing this statistical survey to be carried further at present, but certain points of interest arise, nevertheless, from the statements and calculations made.
