206 ENCLOSURE. FRENCH ARMAMENT FACTORIES. 1. It is a fact that many French factories, especially those concerned with aircraft, are situated in exposed areas. Although efforts were made by the French Air Ministry to induce firms to establish their factories on less vulnerable sites little was accomplished and it is estimated by our Air Ministry that 70% of such factories are still in areas exposed to an attack. 2. Under the powers conferred on him by the law for the nationalization of the armament industry, the Air Minister has taken steps towards the nationalization of firms manufacturing air-frames, and, it is reported, intended to do the same for those manufacturing aero-engines.
