140 5. It is further suggested that the paper might usefully continue by (a.) estimating the maximum number of men which can be made available to the Armed Forces on mobilisation in each country. (b) comparing the figures thus arrived at with estimates of the number of men required for the navies, armies and air forces which it is believed the countries concerned intend to try and mobilise in the first month of war.
