Reserves of finished armaments. 9 5. Although there is usually great difficulty in assessing the quantity of reserves of armament stores held in a foreign country, it is a matter of great importance at the outbreak of war, since industry, however well-planned for mobilisation, will be unable to reach a high level of output for a number of months after the order to mobilize has been given. During the resultant time-lag the defence services must depend for expansion and maintenance on existing reserves of finished war stores.
