CAPTAIN COOKE said that the Naval Attaché in Paris was being instructed to act as Naval representative to General Franco. GROUP CAPTAIN BUSS remarked that the Air Ministry would take up the question of an Air representative; an officer of the rank of Flight-Lieutenant seemed appropriate for the post. BRIGADIER EVANS invited the Sub-Committee's attention to paragraph 2 of the letter from the Joint Secretary, SubCommittee on Bombing and Anti-aircraft Gunfire Experiments, in which the latter were of the opinion that the practical value of the reports on air warfare in Spain was almost negligible owing to the fact that "records of the essential factors, such as the speed and height of aircraft, and the details of anti-aircraft equipment are seldom ascertained..." In order to obtain a complete record of the essential factors, it would be necessary to have expert observers available at every point where air operations were, or might be taking place.
