The correspondence covers the payment by the British government of university debts, rent arrears and living expenses of Siamese students in the UK who had volunteered to join the British armed forces, and who would be of use for broadcasting services and Special Operations Executive (SOE) operations in Thailand; and the upkeep of Romanians involved in the Free Roumanian Movement, with plans for the British government to settle debts incurred from resistance activities in Europe, including lists of individuals concerned.
