With reference to my letter No. P.49/M.5596/46, dated 18th September, 1946, on the acquisition of technical information by the Russians, there is an associated problem which it is suggested could be considered concurrently by the J.I.C. before submission to the Chiefs of Staff. 2. From recent observation in Moscow, it is understood that the British Embassy official in charge of the visa department has standing instructions that all officiallysponsored Soviet citizens who wish to proceed to U.K.
