(b) Election of Russian Officer as Member of British Institute of Marine Engineers 7. A member of the Soviet Embassy staff, Engineer-Captain 2nd rank S. ZINOVIEV, has recently been elected a member of the British Institute of Marine Engineers. This election took place although the Naval Engineer-in-Chief has declined to sponsor his application. 8. Since his election, this officer has spent much time in the Institute Library, copying out technical papers of all descriptions. He will also have opportunites of visiting shipbuilding firms and of making many excellent contacts, from his point of view, through his membership of the Institute.
